Prioritizing passive defense components in the location of military training centers is one of the most important measures required for location selection, which is carried out in this study using fuzzy Delphi. The type of research is considered applied. Research Method: The research is applied from the perspective of the objective and descriptive-analytical from the perspective of the type, and the research approach is mixed or mixed analysis. The results of the study confirm that. Concealment and camouflage are also challenging to assess due to flat topography and building density. The current location of the 01 center is incompatible with more than 85% of passive defense indicators, and moving to a location with natural cover, resistant fortifications, and dispersion can reduce vulnerability by 70%. The main priorities are, respectively: appropriate location, reinforcement and dispersion, cover, concealment, and camouflage. The relocation of the center is not only a legal requirement, but also a strategic necessity. The passive defense components were developed in the form of a researcher-made questionnaire, the validity of which was confirmed by the supervisors and consultants, and its reliability was calculated with Cronbach's alpha at 85%, which is statistically acceptable. The data were prioritized using the Importance-Performance Analysis (IPA) model and the Friedman test. The expert community included 12 commanders, experts, and specialists in the field of location, and the overall sample included 30 military experts selected through a purposeful judgmental method. The data collection tool was a Delphi questionnaire with 9 indicators.
