Introduction: crisis is a sudden and unusual situation that, if it occurs, can cause damage to different parts of society. The purpose of this research is to investigate and identify effective factors in the development of search, rescue and rescue operations in the Northern Fleet of the Navy of the Islamic Republic of Iran. To know this effective factor in order to properly manage the crisis in the conditions before and after the occurrence of planning and then taking action.
Methodology: This research is of an applied type, with a descriptive research implementation method and based on a mixed approach. The data collection is based on field and library methods and based on tools such as interview, questionnaire and library methods.Also, the statistical sample size of the study was determined to be 146.
Findings: Based on the surveys, the effective factors in search, rescue and rescue operations in the North Nadaja fleet are dependent on three factors, namely, human power, equipment, and command and control. In such a way that the vacuum of each of them will cause inefficiency and the realization of the goals.
Conclusion: Among the effective factors in the search, rescue and rescue operations in the North Nadaja fleet, command and control (communication and coordination) played the most important role in the incident scene in the North Nadaja fleet, followed by training and training in the training of manpower and equipment. Relief and service equipment respectively play an important role in the category of operation.
