English

Objective: This research aims to elucidate the synergy among cyber, information-cognitive, and electronic warfare within the framework of hybrid warfare, and to examine the implications of this integration on the combat value chain in future engagements.
Methodology: This study employs a qualitative, descriptive-analytical approach. Initially, key components were identified through directed content analysis of strategic documents and specialized literature. Subsequently, to enhance the validity of the findings, an “expert consensus” method was utilized, involving the participation of 20 defense experts. This process facilitated the critical evaluation of components to achieve a conceptual consensus regarding strategic priorities.
Findings: Hybrid warfare has shifted the nature of combat from physical confrontation toward a complex network-cognitive paradigm. Cyber warfare, focusing on paralyzing critical infrastructures; information-cognitive warfare, centered on perception management and public cohesion; and electronic warfare, acting as an operational enabler, create a unique synergy. This convergence shifts the combat value chain from equipment destruction to dominance over networks and willpower, leading to systemic strikes against the adversary.
Results: The integration of these capabilities has significantly increased strategic complexity. To effectively counter hybrid threats, transitioning toward active defense, network-centric command, and strengthening cognitive defense capabilities—based on the identified priorities—is indispensable.
