The services of Martyr Sayad are divided into three periods before the revolution (15 years), after the revolution until the end of the imposed war (10 years) and after the imposed war (10 years). Now. we will only deal with his actions in the third period and the last decade of the life of that martyr Sharif. His titles and responsibilities in the last decade of service until the moment of his martyrdom, he was Deputy Inspector General and Deputy Chief of Staff of the Armed Forces. The list of his important actions and basic services in this period is as follows.
1- Establishment of the Deputy Inspection of the General Staff of the Armed Forces
2- Evaluation of the combat power of the armed forces between the years 1368-1372
3- The formation of Khatam al-Anbia (PBUH) naval base and deployment of military forces in the three islands
4- Forming a decision board to resolve the dispute between the properties and lands of the armed forces with the presence of the representatives of the beneficiaries
5- Dealing with the living conditions of armed forces employees and establishing Hekmat plan
6- Formation of the Board of Education of Martyr Lieutenant General Ali Sayad Shirazi
in this article we intend to qualitatively evaluate the establishment of these institutions and the works and services of this martyr with the "EFQM Organizational Excellence Model" which is a scientific model and current standard in a retrospective manner. and evaluate based on library and field reports.
