Culture is referred to in the lexicon and tradition of international politics as soft power; Because soft power is the ability to shape the preferences of others, and its material is persuasive. In a way, today this reading of power is used against hard power (military power and weapons) which is accompanied by coercion and violence. Recently, the field of international relations has been strongly influenced by cultural and identity factors. Therefore, gaining international prestige and influence in public opinion, in other words, access to soft power, is one of the important and at the same time unspecified goals of countries' diplomacy in the field of international politics. , Cultural facilities, opportunities and capacities of each country are pursued in different ways and mechanisms. On the other hand, the acquisition and acquisition of power in the new world follows different patterns compared to the past, and in a way, has introduced new variables for the production and exercise of power as well as the analysis of international issues. Therefore, this article seeks to examine the position and role of cultural power in the foreign policy of countries and its impact on global developments, especially after the events of September 11.
